Our History

CivilSurv Design Group, Inc. is a full-service, multi-discipline, state-wide Infrastructure services firm. Our veteran staff of Professional Engineers, Urban Planners and Surveyors and Mappers provides a comprehensive suite of services to support public and private client needs for Land, Development, Utilities, Water, Transportation, GIS, Geomatics and Growth Management. Our clientele includes City and County governments, State agencies, utility companies, commercial and industrial firms, private developers, architects, attorneys and contractors. Demonstrating our decades of commitment to diversity in the workforce, we are listed by FDOT and certified by the SFWMD as a Small Business Enterprise.

J.N. “Jack” Breed, PLS


Mr. Breed’s experience has encompassed all phases of infrastructure planning and development, in Surveying and Mapping, Engineering, Environmental Sciences, Planning, Design and Agency Permitting and Construction Management. He has provided complete project services, from program management to planning and design through permitting and construction for a diverse array of Public Infrastructure projects.

John E. Howle, PE

Vice President of Engineering

Since 1975, Mr. Howle’s experience has encompassed many phases of Civil Engineering, Transportation Engineering, Land Planning, and Agency Permitting.  As Vice President of Engineering, he provides complete project services from Planning and Design through Permitting and Construction for Transportation Facilities, Utility Infrastructure, and Governmental Sites. Design experience includes Roadway, Drainage, Signalization, and Lighting.

Kenneth T. Glass, PSM

Vice President of Surveying & Mapping

Mr. Glass is a multi-faceted surveying and mapping professional. His expertise includes a wide range of GPS projects and he has an extensive background in automated Data Collection and Digital Terrain Modeling.

William R. Smith, PE

Vice President & Regional Manager

Mr. Smith is a professional engineer with experience in the design and construction administration of multi-million dollar projects for governmental, institutional, industrial and private (domestic and international) clients. His major strengths include organization, leadership, market strategies, planning, financial controls, negotiations, and problem resolution.

Craig R. Fuller, PE

Vice President of Municipal Engineering

As a Senior Water / Wastewater Engineer, Mr. Fuller manages and designs water and wastewater projects, including but not limited to water supply, wastewater collection and treatment, reclaimed water reuse, and hydraulic modeling.  Mr. Fuller has a vast array of engineering and project management experience encompassing hydraulics, water and wastewater facilities, reclaimed water planning, design, permitting, and construction services.
